Meet our Leaders


Dr. Raymond Otto, Medical Director/Wound Care Medical Director
Dr. Otto is responsible for the hospital’s medical and wound care programs. He brings more than 20 years of medical experience to his role, with 15 years of hyperbaric and wound care practice.

Dr. Otto earned a bachelor’s degree from the University of Wisconsin in Milwaukee. He completed an emergency medicine residency at St. Vincent Medical Center in Toledo, Ohio, and a mentorship year in wound and hyperbaric medicine in Wisconsin. He board certified in emergency medicine and hyperbaric medicine.

Dr. Otto is a member of the American College of Emergency Medicine, the Undersea Hyperbaric Medical Society, and the Ada County Medical Society.


Dr. Ravi Kumar, Director of Respiratory Care
Dr. Kumar strives to provide excellence in his care – one patient at a time.

Dr. Kumar has been actively involved in caring for patients with pulmonary, critical care, and sleeping disorders for more than 25 years. Having joined our hospital in 2011, Dr. Kumar is board certified in pulmonary medicine, critical care medicine, and sleep disorders medicine. He completed a residency at Cabrini Medical Center affiliated with the New York Medical College, New York, and a fellowship in pulmonary medicine and critical care medicine at King/Drew Medical Center at the University of California in Los Angeles.

When not working, Dr. Kumar can be found spending time with his four children and one grandchild. He enjoys getting outdoors as much as possible, with two of his favorite pastimes including hiking and traveling.


Kelsey Schafer, Director of Pharmacy
Kelsey is a clinically focused pharmacist with a keen awareness of patient-centric care. She enjoys working at Southwest Idaho Advanced Care Hospital because of the unique opportunity to work closely with physicians, nurses and other disciplines to provide the best patient care while ALSO visiting with the patients and hearing their concerns.  Kelsey takes pride in her team’s patient interactions, knowing that often these may be the first face-to-face pharmacy interactions many patients receive while hospitalized.

As born and raised Idahoans, Kelsey and her family enjoy partaking in many of the outdoor activities Idaho has to offer.

Kelsey earned her Doctorate of Pharmacy from Idaho State University’s Meridian Campus.


Robert LeRoy, Director of Plant Operations
Robert joined the team at Southwest Idaho Advanced Care Hospital in December of 2014. He has more than 20 years of experience in Facilities management. Robert attended Antelope Valley College with studies in industrial engineering and mechanical engineering. 

He has successfully managed the Environment of care plans for several Acute Care facilities across southern California. His “KEEP IT NEW” approach to building management ensures the equipment and systems at SIACH will operate at peak performance and reliability.


Tammy Pettingill, Regional Director of Marketing & Business Development
Tammy has more than 30 years of clinical experience as a Respiratory Therapist, with an extensive background in management and business development. She has broad clinical experience; clinical research, respiratory therapy program instructor and bedside clinician. She worked more than 13 years as a manager for a spinal cord and head injury trauma center in Colorado, before moving to Idaho.

Prior to her coming to Southwest Idaho Advanced Care Hospital, over three years ago as the Director of Marketing and Business Development, Tammy was the Regional Director of Sales and Marketing for skilled nursing facilities in the Pacific Northwest. She is currently pursuing a Bachelors of Science in Sales and Sales Management with plans to obtain her Masters in Health Care Administration.
